FuelEU penalty check by IMO number

Your ships call at EU ports, but your company is based outside the EU? Enter an IMO number to see a first estimate of the ship's FuelEU balance, based on the emissions it reported to the EU for 2025. The search runs in your browser, and we don't record which ships you look up.

Have your own fuel figures? Use the detailed calculator.

A first estimate from public data, for planning only. It assumes a year like 2025 and infers the fuel mix from the reported emissions. The statutory compliance balance is calculated under Annex I of Regulation (EU) 2023/1805 and verified by your accredited verifier.

What a FuelEU deficit means for a company outside the EU

FuelEU applies to ships above 5,000 gross tonnage that call at EU ports, whatever their flag and wherever the company is based (Article 2).

PENALTY · ART. 23

A penalty every year

€2,400 per tonne of VLSFO-equivalent energy in deficit, about €640 per tonne of CO₂e. It rises by 10% for each further consecutive year in deficit.

DOCUMENT · ART. 24–25

A document checked in port

By 30 June, every ship that called at EU ports in the previous year must hold a valid FuelEU document of compliance. Port State control inspections check it.

EXPULSION · ART. 25(3)

Refused entry after two years

If a ship has no valid document for two or more consecutive periods and other enforcement fails, a port State can issue an expulsion order. Other EU ports then refuse entry until the company complies.

AUTHORITY · ART. 3(40)

An EU authority you may not know

Each company has an administering State, set under the EU Emissions Trading System rules. It supervises compliance, can check the two previous periods and makes sure penalties are paid.

DEADLINE · ART. 21

Pools close on 30 April

A deficit can be covered by pooling with ships that hold a surplus, but the pool must be recorded in the FuelEU database by 30 April. Counterparties are best found early in the year.

How it is estimated

From reported emissions to a FuelEU balance

Each step can be checked against the regulation and the public data.

Data: EU MRV publication of information, reporting period 2025, version 65 of 15 October 2026, published through EMSA's THETIS-MRV system. Estimates by Legatia.eu, not official figures.

EU MRV public data · Regulation (EU) 2023/1805

  • Emissions in scope: CO₂ on voyages between EU ports and within EU ports in full, plus half of the CO₂ on voyages between an EU port and a port outside the EU (Article 2(1)).
  • Fuel mix: inferred from the ship's CO₂ per tonne of fuel, between heavy fuel oil (3.114), VLSFO (3.151) and marine gas oil (3.206), the default factors in Annex II. Ships with a clearly lower figure are likely to use LNG, biofuel or methanol and are not estimated.
  • Energy and intensity: energy from the fuel's lower calorific value; well-to-wake intensity of about 90.8–91.7 g CO₂e/MJ for these fossil fuels (Annex II).
  • Balance: (limit of 89.34 g CO₂e/MJ − intensity) × energy in scope (Article 4; Annex IV, Part A).
  • Penalty and borrowing: as in our detailed calculator (Article 20; Article 23; Annex IV, Part B).
Questions

About the ship lookup

Is this information about my ship public?

Yes. The European Commission publishes each ship's annual emissions and fuel consumption under the EU MRV Regulation (EU) 2015/757. We use that public file and do not have access to your FuelEU report or your verifier's figures.

Why can't I find my ship?

Ships under 5,000 gross tonnage and ships without EU port calls in 2025 are not listed. A ship that changed company during the year may appear with part-year figures.

Who is responsible for FuelEU for my ship?

The shipping company: the owner, or the manager or bareboat charterer that has taken over responsibility for operating the ship under the ISM Code (Article 3). This is usually the company named on the ship's Document of Compliance.

How accurate is the estimate?

It is a first estimate for planning. Biofuel blends, LNG, wind-assisted propulsion, ice class and changes in trading pattern all change the result. For a figure you can act on, send us your FuelEU report or fuel data and we will check it in writing.

Calling at EU ports from outside the EU?

Send us your IMO numbers and deadline. We reply in writing within one business day.
