FuelEU Maritime compliance balance and penalty calculator
Estimate a ship's compliance balance for a reporting year, the penalty if a deficit remains, and how much borrowing could cover. Everything is calculated in your browser; nothing you enter is sent or stored. Don't have the figures? Look up your ship by IMO number for a first estimate from public EU data.
This is an estimate for planning, not a statutory calculation. The verified compliance balance is calculated under Annex I and verified by your accredited verifier, and some adjustments, for example for ice class or wind-assisted propulsion, are not included here.
How it is calculated
The formulas behind the estimate
The calculator follows Regulation (EU) 2023/1805. Your team can check each step against the regulation.
- Limit: 91.16 g CO₂e/MJ reduced by 2% from 2025, 6% from 2030, 14.5% from 2035, 31% from 2040, 62% from 2045 and 80% from 2050 (Article 4).
- Energy in scope: all energy at berth in EU ports and on voyages between EU ports, plus half of the energy on voyages between an EU port and a port outside the EU (Article 2).
- Compliance balance: (limit − actual intensity) × energy in scope, in grams of CO₂e (Annex IV, Part A).
- Penalty: |balance| ÷ (actual intensity × 41,000) × €2,400, multiplied by 1 + (n − 1)/10 for n consecutive years in deficit (Annex IV, Part B; Article 23).
- Borrowing: up to 2% of the limit × energy, repaid at 1.1 times the next year, and not for two consecutive years (Article 20).
