You get the scope and fee in writing before any work starts. For the GPSR, you see who your Responsible Person partner is before you commit. Every requirement we mention names its official source, so you can check it yourself.

One contact for the whole set-up: here is what we do for you and who else is involved.
We check which of your products fall under the GPSR, help you prepare the technical documents and check your labels and marketplace listings. We arrange your EU Responsible Person through a vetted partner established in the EU, and we stay your contact for authority requests and renewals.
We review the fleet information your team provides and compare banking, borrowing, pooling and the penalty for each ship. We look for suitable pooling partners and coordinate an agreed pool with your team and your verifier.
Your EU Responsible Person, without the legwork. The role is held by a vetted partner established in the EU, under a written mandate. We match the partner to your products, prepare everything they need and stay your single point of contact, with one fixed annual fee that includes the partner.
Legal questions covered. Most questions are answered by our practical guidance. When your case needs a formal legal opinion, we bring in a qualified lawyer and agree the scope and cost with you first.
On your side in FuelEU pooling. We act for you, coordinate with your verifier and the other pool members, and payments go directly between the participating companies.
Before any work starts, you get a written quote: what is included, what is not, what it costs and a realistic timeline.
You have a written record of every question, answer and agreement. We reply within one business day.
If you don't need a service, for example because an EU importer already covers you or your ships are outside FuelEU, we tell you.
Every requirement we mention is checked against the official EU text or official guidance, and we name the article so you can check it too.
Our Legatia.eu team stays your contact from the first question to the finished set-up, also when a partner or verifier is involved.
For the GPSR, the Responsible Person role is performed by a company established in the EU that specialises in it. We don't name it on this website. Your written quote gives the partner's name and address before you commit, and you sign the mandate directly with them.

Legatia.eu is a brand of Marselling OÜ, the Estonian company that provides the service. Your service agreement and invoices are with Marselling OÜ. For the GPSR, the Responsible Person mandate is a separate agreement that you sign directly with our EU partner.
For the GPSR, you pay Legatia one fixed annual fee, which includes the Responsible Person partner's fee. For FuelEU, the fee is agreed in writing before work starts. In a pool we act for one side only, our client: we take no fee from the other side and add no margin to the pool price.
